Mission Statement

The mission statement for the Board of Water Supply is the foundation for its goals and objectives:

"Provide Clean Water Efficiently"

The Board of Water Supply approved the following goals as part of its Strategic Plan:
  1. Develop adequate water sources, storage and transmission for both urban and agricultural uses, including mitigation of drought
  2. Systematically replace, upgrade and improve, as needed, existing infrastructure (pumps, distribution & transmission lines, storage, appurtenant facilities)
  3. Meet all applicable State and Federal requirements to ensure providing the public with water having appropriate and acceptable levels of quality
  4. Create long-term innovative and cost-effective financial management programs to accomplish the mission of the Department
  5. Create a satisfying and productive working environment for all employees and Board members, including providing adequate baseyard and office facilities
  6. Provide efficient and responsive service to the public
  7. Provide programs to the public to facilitate conservation and promote greater awareness and support of the Department and its activities
  8. Review the feasibility of integrating the management of public and private water systems
  9. Update the rules, regulations, policies and procedures of the Department and implement them in a fair and consistent manner
  10. Participate in watershed and well-head protection programs, and management of all of Maui County's water resources
  11. Maintain a living Water Use and Development Plan through the Integrated Resource Planning process

Who Are We?
The Charter of the County of Maui provides for a Board of Water Supply (BWS), which acts as an advisor to the director of the Department of Water Supply, the Mayor and the Council in all matters concerning the county's water system.

According to the Charter of the County of Maui, 2003 Edition, Chapter 11, Section 8-11.1, Organization:

"There shall be a department of water supply consisting of a board of water supply, a director, a deputy director, and the necessary staff."

The Board of Water Supply
The Board of Water Supply (BWS) consists of nine members who are appointed by the Mayor with the approval of the County Council. The BWS shall act as an advisor to the director of the Department of Water Supply, the Mayor and the Council in all matters concerning the county's water system.

Administration
The Administration is managed by the Director and the Deputy Director. This division manages and controls all water systems of the County on a day-to-day basis, which includes overseeing all DWS functions and keeping staff focused on "Providing Clean Water Efficiently." They coordinate DWS affairs with Board of Water Supply, Mayor, County Council and are in charge of human resources, community relations and preparing the annual report. Administration provides water education and technical interpretation for legal issues.

Fiscal
The Fiscal Division is in charge of accounting. This includes budget development, budget control, overseeing the annual audit, long-range financial planning, advising BWS on fiscal matters, payroll preparation, centralized purchasing, maintenance of stores inventory, and process and research claims for damages. Fiscal also handles customer service and provides customer support, which includes the processing of bills and payments, tracking and responding to customer inquiries and service requests, collection of delinquent accounts, handling water service applications, and administering rules and regulations relating to water service.

Engineering
The Engineering Division reviews all development plans for conformity with departmental standards. They prepare plans and specifications for water supply projects. Coordination and preparation of plans and specifications for projects to be advertised for competitive bidding is another duty of this division. Engineering administers DWS CIP (Capital Improvement Projects) and coordinates consultant contracts. They prepare and administer agreements with public agencies and private developers. They also prepare plans and specifications for in-house projects. This division develops and maintains water supply standards and conduct studies for feasibility of pipeline alignment and sites for reservoirs, pump stations, wells, water treatment facilities, and other facilities. They provide engineering services and field survey support to all divisions and is in charge of inspecting the construction of all water system facilities for adherence to departmental standards and policies. Finally, Engineering conducts studies, tests, and investigations on water resources.

Water Resources
The Water Resources Division is in charge of permit and environmental reviews, regulatory compliance and planning information systems. They also take care of water resource management and conservation. The Water Resources Division does master, area, and capital planning.

Field Operations
The Field Operations Division is in charge of water transmission and distribution. This includes responding to customer complaints, installing, maintaining, and replacing pipelines, constructing, maintaining, and replacing water storage tanks, fixing main breaks, and monthly flushing. Field Operations also provides support services for vehicles and equipment, fire hydrants, reservoir sites, system hydraulic valves, heavy equipment, carpentry, and Badger Meter installation.

Plant Operations
The Plant Operations Division is comprised of four sections: Plant Maintenance, Water Quality, SCADA-Telemetry, and Backflow Prevention. The Plant Maintenance section operates and maintains groundwater wells and booster pumping facilities. The SCADA-Telemetry section provides ongoing development and support to the Supervisory Control and Data Acquisition System that monitors and controls pumping, water treatment facilities, and storage facilities within the distribution system. Both sections also provide electrical and process control support to other divisions. The Water Quality Laboratory tests and ensures that safe drinking water is supplied to our consumers in accordance with current and proposed federal and state water standards. The Backflow Prevention section installs and inspects backflow units, conducts field surveys, and issues annual inspection notices to insure that backflow units adhere to federal, state, and local standards.

Water Treatment Plant Operations
The Water Treatment Plant (WTP) Operations Division operates and maintains surface water treatment facilities. For the Upcountry area, WTP is in charge of the Kamole Weir microfiltration, the Piiholo conventional filter, and the Olinda microfiltration sites. In the Lahaina area, WTP is in charge of the Lahainaluna microfiltration and the Mahinahina conventional filter sites. In Wailuku, the WTP division operates the microfiltration facility at the Iao Tank site. WTP manages Upcountry water resources and inventories and ensures compliance with federal and state Surface Water Treatment Rules and water quality standards. This division also reviews and evaluates pending water regulations and their impact on DWS operations. Development and implementation of surface water compliance strategies for surface water are also taken care of by WTP.
