Budget
Fiscal Year 2003

The budget consists of two parts, the operating budget and the capital improvement program (CIP) budget. The operations budget covers operations, maintenance, equipment, debt service, and system replacement. The largest expense in our operations budget is for services, which includes electricity for pumping water. The second and third largest expenditures are payroll and debt service. Funds to pay for our operations come mainly from water delivery and monthly charges. When funds allow, we set a portion of our revenue aside for system replacement. This shows up in the CIP budget.

The capital improvement program budget is for infrastructure replacement and expansion. The CIP also provides for an efficient organization and for the protection of our water resources. Pipeline replacement is the largest CIP category, followed by Iao Aquifer management and storage improvements. Money for capital improvement comes from revenues, bond issues, development fees, outstanding balances, and contributions from federal, state, or county entities.
