                      CHAIRMAN NOBRIGA:  I want to call the Rules 

              Committee meeting to order.  It's 10:30.  We're at da 

              kine, the county building, floor number 6, in 

              conference room 629.

                      Let the record show the members of the 

              committee are here and that the members of the 

              department is here. 

                      We have three minutes for recommendation for 

              receipt, minutes of the Rules Committee of December 

             18th, the extended meeting after recess on the 21st, 

             as well as the meeting on January 8th.  A motion is in 

             order to receive minutes subject to 30 days review and 

             if there are no corrections, the minutes shall be 

             filed.  Can I have a motion, gentlemen? 

                     MR. STARR:  I move that they be received.

                     MR. HIRANAGA:  Second.

                     CHAIRMAN NOBRIGA:  Any discussion?  All those 

             in favor, signify by saying aye; opposed, nay; motion 

             carried. 

                     Testimony from the public.  Is there any oral 

             testimony to be received at this time?   Okay.  Is 

             there any written testimony to be received at this 

             time?  All right. 

                     We have before us issue of possible action on 

             a new rule, Title 16, Chapter 6, that was -- the 

              department assisted in creation in reference to the 

              comments from the public during the recent State 

              Commission on Water Resource Management public 

              meetings of findings of fact with the petition to 

              designate the Iao aquifer.  The rule encompasses a 

              whole bunch of stuff.  I know the director was 

              extremely active in putting this together.  In light 

              of the director has some private issues to attend to, 

              it's the Chair's recommendation to defer this matter 

             until the time that we can get all the parties in 

             place.  Is there any objection?

                     MR. STARR:  No, I haven't had a chance to see 

             it anyway.

                     CHAIRMAN NOBRIGA:  Okay.  There being done, 

             the meeting is adjourned.  Thank you.
