A BILL FOR AN ORDINANCE REGARDING THE WATER METER ISSUANCE
RULE FOR THE UPCOUNTRY WATER SYSTEM


BE IT ORDAINED BY THE PEOPLE OF THE COUNTY OF MAUI:

SECTION 1. Purpose.  The purpose of this ordinance is to extend the Water 
Meter Issuance Rule for the Upcountry Water System, effective October 4, 
2002.  The rule provides that is shall automatically be repealed when there 
are no premises remaining on the priority list, or on January 1, 2005, 
whichever occurs first.  The Council finds that there is a need to continue 
the rule until there are no premises on the priority list, or until other 
appropriate regulations can be enacted by ordinance.  Under the Revised 
Charter of the County of Maui (1983), as amended, such a change should be 
accomplished by ordinance.

SECTION 2.  The Water Meter Issuance Rule for the Upcountry Water System, 
effective October 4, 2002, shall remain in effect notwithstanding the 
termination provisions set forth therein, to the extent the rule conforms 
to the Revised Charter of the County of Maui (1983), as amended.

SECTION 3.  This ordinance shall take effect upon its approval.
