ESTABLISHING THE MISSION AND GOALS OF
THE BOARD OF WATER SUPPLY



WHEREAS, the Board of Water Supply is organized pursuant to Maui County Charter 
Section 8-11.3; and

WHEREAS, the Board of Water Supply has established an operations task force and 
has directed that task force to establish a mission and goals statement for the 
Board of Water Supply, now, therefore,

BE IT RESOLVED by the Board of Water Supply of the County of Maui that the following 
are its mission and goals:

A.	To expand wherever practicable the Board's ownership
	and operation of water systems and resources

	1.	Provide best quality potable water possible for/to
		Maui County

	2.	Provide non potable surface water where applicable

	3.	Meet water requirements of the general plan and
		the community plans

		a.	Establish and regularly update available
			water supplies by communities

	4.	Provide continuous water service with minimum
		interruptions

		a.	Upgrade existing system - expend 10%, plus or
			minus 5%, of the Department's operating
			budget per year to upgrade existing system

B.	Achieve Maximum Efficiency

	1.	Simplify and rewrite rules

	2.	Employee work plan

	3.    Safety

	4.	Adequate levels of pay

C.	Establish a Financial Plan of Operation

	1. Establish equitable rates/fees.

	2. Establish expenditure levels.

D.	Meet Environmental Requirements and Concerns

	1.    EPA/DOH Compliance.

	2. Conservation.
