COUNTY OF MAUI BOARD OF WATER SUPPLY RESOLUTION NO. 95-08 (1995) RESOLUTION URGING THE UNITED STATES CONGRESS TO AMEND THE SAFE DRINKING WATER ACT
WHEREAS, the federal Safe Drinking Water Act has not been amended since 1986 and amendments, although worked on, were not approved during the last session of the United States Congress; and WHEREAS, at present, the Safe Drinking Water Act provides for testing standards and reporting requirements for over eighty contaminants, but testing standards or reporting requirements for contaminants of public health concern such as Cryptosporidium are omitted; and WHEREAS, many federal "Maximum Contaminant Levels" (MCLs) and testing standards in the Safe Drinking Water Act as implemented by the U.S. Environmental Protection Agency should be based on principles of sound science, public health benefits, risk reduction, and affordable costs; and WHEREAS, the current health effects research effort is inadequate to provide the U.S. Environmental Protection Agency with the data it needs to promulgate science-based regulations which address cryptosporidium and other contaminants; and WHEREAS, the public has a right to know what contaminants are Dresent in their drinking water and the compliance status of their water suppliers; and WHEREAS, it is of crucial importance that drinking water be kept clean and safe by protecting it at its source; and NOW, THEREFORE, BE IT RESOLVED that the Maui County Board of Water Supply supports an amended Safe Drinking Water Act with an improved process for selecting contaminants and setting standards based on sound scientific information, public health benefits, occurrence data, and the principles of relative risk reduction. BE IT FURTHER RESOLVED that risk assessments be based on local values per person saved. BE IT FURTHER RESOLVED that drinking water standards should consider the health of all citizens including vulnerable people such as those suffering from immune disorders, children, senior citizens, pregnant women and infants. BE IT FURTHER RESOLVED that the Safe Drinking Water Act should be amended to assure that the public is meaningfully informed in easily understood language of the presence of contaminants in their drinking water and of violations by their water system. BE IT FURTHER RESOLVED that a "State Revolving Fund" loan program for drinking water should be established which would provide financial assistance to modernize public water systems to comply with the standards of the Safe Drinking Water Act. BE IT FURTHER RESOLVED that drinking water should be protected and preserved by preventing contamination of the watershed areas and groundwater at their sources. BE IT FURTHER RESOLVED that the United States Congress should amend the Safe Drinking Water Act as soon as possible in this session of Congress. BE IT FURTHER RESOLVED that the Maui county Board of Water Supply communicates this Resolution to the Mayor, County Council, State Legislature, Governor, U.S. Senate and House of Representatives, and the President of the United States of America.
