Discontinuation of Service

  (a)    Water service may be discontinued after due notice and opportunity
      for hearing as provided for by chapter 91 of the Hawaii Revised Statutes
      for reasons as follows:
      (1) For the non-payment of any bill.
      (2) Failure to comply with any of the provisions of these rules and
          regulations of the department.
      (3) Where negligent or wasteful use of water exists on any premises.
  (b)    Each consumer about to vacate any premises supplied with water by
      the department shall give notice of his intention to vacate prior thereto,
      specifying the date service should be discontinued; otherwise, he
      shall be held responsible for all water service furnished to such
      premises until the department has received such notice of discontinuance.
      Before buildings are demolished, the department shall be notified so
      the service connection can be closed. 	
  (c)    The department will refuse or discontinue water service to any
      premises if necessary, without giving notice, to protect itself against
      fraud, abuse, or unauthorized use of water.
