Section 3-26

Penalty

  (a)    Any consumer violating any of the provisions hereof shall be liable
      to a suspension or termination of "WATER SERVICE" and such service
      shall not be renewed until all water rates due, together with costs
      and expenses incurred in connection with such violation, shall have
      been paid in full, and may be subject to a fine of not more than $500
      for each violation.
  (b)    Any unauthorized person found tampering with meter or meter seal
      shall be deemed guilty of a violation and, upon conviction thereof,
      shall be subject to a fine of not more than five hundred dollars ($500.00)
      for each violation.
