Section 5-3

Petition for Adoption, Amendment or Repeal of Rules

  (a)    [Any petition submitted under section 91-6, Hawaii Revised Statutes,
      requesting the adoption, amendment, or repeal of a rule shall be made
      by letter addressed to the board of water supply, county of Maui.  The
      letter shall state clearly and concisely the relief sought, the name,
      title, and address of the person to whom correspondence or communication
      in regard to the request is to be addressed.  The petition will be
      placed on the agenda for a meeting of the board to be held at the
      earliest time practicable.
  (b)     The petitioner will be notified of the time and date that he or
      his authorized representative may appear before the board.  Within
      thirty (30) days of the receipt of the petition the board will either
      deny the petition in writing, stating its reasons for such denial, or
      initiate proceeding to effectuate the adoption, amendment, or repeal
      requested.]
