Hearings Before the Board

[The Board may in its discretion hold informal hearings on matters within its jurisdiction. In contested cases, however, all parties shall be afforded an opportunity for hearing after reasonable notice and any procedure may be modified or waived by stipulation of the parties to include informal disposition. Chapter 91 of the Hawaii Revised Statutes shall be adhered to in the conduct of hearings on contested cases.]
